Nature of action: On August 28, 2014, the Registrar issued three (3) citations to Mr. Martin under section 37 of the Health Professions Act. The first citation notifies Mr. Martin that the Discipline Committee will conduct a hearing to inquire into his alleged conduct. Specifically, that while providing massage therapy services to the complainant (“Complainant 1”), Mr. Martin allegedly: 1) touched Complainant 1 sexually and without therapeutic purpose three times; and 2) acted intentionally to view Complainant 1’s breasts for a sexual purpose. The second citation notifies Mr. Martin that the Discipline Committee will conduct a hearing to inquire into his alleged conduct. Specifically, that while providing massage therapy services to the complainant (“Complainant 2”), Mr. Martin allegedly touched Complainant 2 sexually and without therapeutic purpose. The third citation notifies Mr. Martin that the Discipline Committee will conduct a hearing to inquire into his alleged conduct. Specifically, that while providing massage therapy services to the complainant (“Complainant 3”), Mr. Martin allegedly touched Complainant 3 sexually and without therapeutic purpose. On September 16, 2014, the above noted citations were amended to change the dates of the respective discipline hearings into these matters. On December 5, 2014, the Discipline Committee ordered the Registrar to consolidate the above noted citations into a single citation (the “Consolidated Citations”).
 
On December 12, 2014, the Registrar issued a fourth citation to Mr. Martin under section 37 of the Health Professions Act. The citation notifies Mr. Martin that the Discipline Committee will conduct a hearing to inquire into his alleged conduct. Specifically, that while providing massage therapy services to the complainant (“Complainant 4”), Mr. Martin allegedly handled the cover sheet in a manner that intentionally exposed her naked upper body to Mr. Martin’s view for a sexual and non-therapeutic purpose. On January 14, 2015, the Discipline Committee directed the Registrar to consolidate the fourth citation with the Consolidated Citations into a single citation.
